Scenario bookings allow you to make bookings that have not been confirmed yet, for instance to plan the effects of a job that might come in. It is possible for multiple scenarios to exist at any one time. The scenario bookings can be seen easily as their borders will be a dotted line. If the scenario becomes a reality, then you can confirm the bookings by selecting Actions | Modify Scenario | Confirm. Upon confirmation the booking will appear as any other booking. Scenario bookings can still be reported on and selected against too.
The scenario function is used to "what if" potential jobs against current resources. If you wish to use what-if with new potential resources, simply create some temporary resources to book against.
